Here's another example of our leaderless city. Mayor Avedisian never holds city department heads accountable, he's too busy cutting ribbons and taking trade mission trips to care.

The city's MIS department head, Carlos Zambrano just received almost a $15K raise this year, making his current annual salary $100,000. He is also the RI AFLCIO president's son-in-law (not sure exactly how he got this job with Warwick), but he was called out by a few City Council members and told if he worked anywhere else, he'd be fired already.
MIS contracts expired two months ago and this MIS dept. head, Carlos Zambrano is coming back to the City Council asking for more. He was just given authorization to spend $550,000 on three-year contracts (2017-2020) that expired in August? He then lumps 3 expired contracts together and asks for additional spending authority from the City Council in the amount of $611,000 (of that, $109K for mobile phones and air cards). He also states that he thinks he spend around $300K before the contracts expired, but he's not sure and he needs to get back to the Council on that.
Enough is enough! It's time for Warwick's City department heads to come before the City Council -ready and prepared- to answer the relevant questions as to why they are making astronomical errors, and that they be ready to break everything down in detail. No more games, no more excuses, no more Vella-Wilkinson era type shenanigans.
Why is the City Council forced to do the Mayor's job? The Mayor should have asked Carlos these questions during the budget hearings when he had the chance. Or... does the Mayor really know what's going on, and is he setting up another slush fund account that he can dip into to pay off his special interest cronies with OT, and increased sick time compensation?
