Warwick Dept. of Public Works Director & "Acting Chief of Staff" David Picozzi's Cushiony Salary Increases.
Former Department of Public Works "Highway Chief" David Picozzi became Director of the Warwick Public Works Department last year earning an annual salary of $116,311. He had already held the title of highest paid Highway Chief in the state of RI which then transitioned over to the highest paid DPW Director in the state.
Last year, Mayor Avedisian decided to remove then City Chief of Staff, Mr. William DePasquale from his position and replace him with David Picozzi, who took on a dual-role of "Acting Chief of Staff" and Director of the Warwick DPW. This also had David Picozzi working both "Classified-Exempt" and "Unclassified- Exempt" positions simultaneously. The city ordinance legality of that entire situation needs to be looked into further.
As I begin perusing through the new City Personnel Supplement for FY17, I immediately notice on page 1 under the Executive Department that the Chief of Staff job code salary is budgeted at $18,787. Another new job code has also been added, code 339 for a Director of Administration position with a starting annual salary of $101,331.
If David Picozzi will continue taking on the "Acting Chief of Staff" role, then that $18,787 will be going to him, along with an additional increase to his Director of DPW salary which has increased this year to an annual salary of $123,394. David Picozzi's total annual salaries will possibly total $142,181.
The only other Warwick city employee that would exceed David Picozzi's total annual salaries if he is going to hold both city positions, is the City Appraiser position at a current annual salary of $159,399 (possibly increasing to $169,113).
What educational qualifications does David Picozzi have to potentially be making this astronomical annual salary and what qualifies him to be working as "Acting Chief of Staff'?
Is it also within the legal realm of our city's ordinance policies that a city employee be hovering between two job classification types and earning a salary for both?
*Correction, 5/21: The classification job codes are both "Unclassified Exempt" positions. The salaries remain the same, and David Picozzi will potentially be earning (when the budget is approved and adopted) a total annual salary of $142,181.
