UPDATE on Toll Gate Property- How In The World Could The City of Warwick Allow This To Carry On For So Long?
Warwick Watch submitted a records request to the City of Warwick on December 18th requesting all police and animal control reports that have responded to the Toll Gate property since the 2010 incidence when 15 pit bulls were taken from the breeder. That 2010 incident report is below. At that time, the outdoor temperature was noted to be 26 degrees Fahrenheit with wind speeds of 20.7 mph. All 15 pit bulls were secured by heavy tow chains, in front of dog houses, with some hay in them. It was noted at that time that it was not adequate enough shelter for the dogs due to the weather conditions and because of their breed. Dennis' logic to justify the situation was that basically no dog has ever died.
Since 2010, there have been numerous police reports filed by concerned citizens calling in with complaints regarding the conditions of pit bulls on this very same property. Some of those most notable complaints are posted below.
What is most important to note is that since the incident occurred on 2010, the breeder, Clifford Dennis had expired breeder's permits not one, but TWICE--- that we know of, that's been documented, only because it just so happened that someone complained and police had to respond.
As you all recall , Warwick Watch recently posted copies of the breeder's permits for the 6 pit bulls that were all just filed on December 9, 2017. It's because Dennis's breeder's permits were expired! That's the only reason why the dogs were all permitted on the same day, because they were expired and he had to get it done! Instead of the City taking the dogs away for Clifford Dennis being in violation for expired breeder's permits yet again, the City let it slide. Dennis also states as indicated in the report that the 7 puppies (that were on the property as of 12/9/2017) will be moving to their BUYERS' homes in the next couple of weeks. As you recall he has repeatedly stated he "gives the dogs away."
Two weeks later, when more complaints were coming in that the dogs were chained up and continuously exposed to harsh weather conditions, only 2 puppies out of the 7 were remaining on the property, along with 6 adult pit bulls when the property was inspected yet again.
If the dogs did not even have up to date breeder's permits on them - as of December 8th 2017, and there was never any breeder's license filed by Dennis with the State of RI/DEM-- how in the hell are these dogs "hunting dogs?"
OH, and there's more...
In addition-- as you will see below--- the property itself-- 409 Toll Gate Rd has been found to be violating City code 26-553 by the City Division of Property Maintenance for failing to register this property with a "Vacant Property Registration" that ..... wait for it..... has been expired since November 25, 2015!!!
Warwick Watch is absolutely disgusted, appalled and utterly heartbroken that this disgusting existence of a dog breeding operation has been going on in our City for this long on this disgusting, condemned, eye sore of a property..
The MAYOR should be EMBARRASSED!!!

Everyone, if you don't ask questions, if you don't dig, if you don't act on your concerns, if you don't back down-- the horrors and injustices that exist in our community will never be uncovered! I am truly heartbroken and upset and appalled that this is the type of City we live in. There is no accountability no matter which way Warwick Watch turns. It's terrible.
I wonder where those little puppies went, I think about those dogs being chained like that for so long, my heart breaks.
How could the City allow this to happen?
It MUST END!!! Make it happen people!!!! Warwick Watch can't do it alone!
