What are they doing? Yep, that's right, "diving" into dumpsters to pull out whatever can be found for the purpose of scrapping, upcycling or recycling for cash. Couldn't find any law or ordinance that makes this illegal.
What is illegal though, is for anyone to be opening Warwick City owned trash bins left out on the street for trash pick up, and removing any contents, i.e. recyclables, to be sold for cash. Recycling is a budgeted line item, and the City gets reimbursed for the total amount of recyclables collected annually. This guy below was seen out on Chestnut St. this morning, flipping lids while smoking a cigar. He's apparently not well informed on the local laws. Warwick police have been notified. Please keep the photos and tips coming! Call the Warwick Police at: 401-468-4200 and ask for dispatch to report City trash bin picking.
