Throwback Thursday...David LaPlante & Other City Employees Arrested For Theft- Is Why the City of Warwick Still Desperately Needs a Forensic Fiscal Audit

Throwback Thursday to the former Director of Buildings and Grounds, David LaPlante,  who last year stole over $70K worth of materials from the school account and used it to remodel his house. The School Committee failed in its bid to attach a lien to LaPlante's home to recover stolen items that were attached to the house.   LaPlante worked for the Warwick school district for 10 years. We can only wonder how much more was stolen during that entire time, because... there was never a forensic audit.  

Warwick Watch, along with other concerned citizens like Rob Cote, have repeatedly stressed to the Warwick City Council that the city of Warwick needs not only GPS in all City vehicles, but it also desperately needs a FORENSIC FISCAL AUDIT. (<listen)




Kenneth Naylor, a City DPW employee was arrested back in 2012 for felony larceny because police were tipped off by aware, concerned citizens.  Naylor was arrested for stealing gas and tools from the city's DPW yard. In his statement to police, Naylor said it was "normal procedure to borrow items from the DPW yard after checking with the supervisor."  Naylor has an extensive  arrest record that includes: abuse, multiple traffic violations (driving with suspended license and no auto insurance), felony larcenies, small claims, body attachment,  etc...   Naylor was fired by the city,  but then guess what happened--- the City hired him back again with full back pay and benefits.   Yes, that's right, good ole now retired DPW Director David Picozzi and the Mayor always made sure to help out their criminal, thug buddies. 

There is a plethora of evidence that shows more waste, fraud and abuse occurring in the Warwick DPW department.  (<click for video)

It's the bad apples that ruin it for the bunch. It's the bad city employee weeds that spoil the entire flower garden, and a city that operates with no accountability breeds increasing citizen contempt.

City employees and their friends and relatives can't stand it when another city employee is caught slacking off on the job. They can't stand being exposed. Well you know what, good citizens can't stand being ripped off by lowlife thugs.   FYI.. more disgusted and fed up citizens will keep on tracking and monitoring the waste, fraud and abuse because City leadership won't do it.  


A City forensic fiscal audit is seriously needed because educated, aware, and highly concerned citizens know - waste, fraud and abuse continues to take place in Warwick on a regular basis. Concerned citizens also know that the only way this City continues to look good on the books -is by shuffling line item funds around in the general fund budget, and consistently raising taxes. But yet, the City does absolutely nothing to crack down on WASTE, FRAUD & ABUSE that is picking the pockets of Warwick taxpayers every single day. 

How could any business operate without the proper checks and balances in place?  The City of Warwick has always been operating this way...with absolutely no accountability whatsoever. 

The City cannot continue to run its business and raise its prices (taxes) without knowing first what it has in its inventory, and how much is going out the doors.   
​​If the City Council is truly all about "the taxpayers coming first" then prove it by peeling back the inventory books and ensure there is 100% accountability.
