The Stinking Costs of Sewer Construction Project Politics, Gov Francis Phase 3 Will Pay Over $10k More
The sewer projects in Gov Francis were divided into 3 Phases:
1) Phase 1 was assessed at $52 ft. Average homeowner has 100 ft thus $5200.
2) Phase 2 was assessed at $82 ft. Average resident paid $8200.
The disparity between the cost of the 2 sections created quite a stir. Nine yrs. ago in the fall, the homeowners in Phase 2 and 3 attended a meeting at John Brown Francis School attended by the Mayor, Janine Burke and Councilman Cushman and we were told that Phase 3 would commence after the completion of Phase 2.
In the interim, once the homeowners in Phase 2 heard they'd have to pay an additional $3000 over Phase 1 costs, Warwick residents Mr. Dempsey and Mr. Nadeau started a petition drive demanding an explanation as to why such a large increase.
At the next informal meeting at the Pilgrim Sr. Center, again attended by the Mayor, Sewer Authority Director Burke, and this time (former Ward 1) Councilman Colantuono, residents were told Phase 3 would not be going forward. The reason Phase 3 was put on hold was thought to be a political move by the Mayor to protect Councilman Colantuono's seat on the council.
The other night at the Pilgrim Senior Center Governor Francis sewer connection resident meeting, Burke said they didn't proceed with Phase 3 because they didn't do any further sewer construction projects after Phase 2, but that wasn't true.....they did a project in the Sandy Lane area .
Phase 3 will be assessed at $19k. The homeowners should demand the Mayor explain why they are paying over $10k more.
