The lists below show Warwick firefighters who took numerous sick days but were still paid out the maximum amount of days for perfect attendance. The data also shows all of the amounts of overpayments made, based upon how many sick days were taken vs. how many unused sick days were paid for.
In 2015, firefighters who had perfect attendance (zero sick days taken) were eligible to be paid a maximum amount of 12.48 sick days.
In 2016 & 2017, firefighters who had perfect attendance (zero sick days taken) were eligible to be paid a maximum amount of 15 sick days.
These calculations are based upon four separate city documents obtained via a public records request which include: accountability sheets, unused sick pay reports, sick day data reports, and the firefighter employee's record of sick time.
The calculations for the over payment of unused sick time to Warwick Firefighters for 2015, 2016 & 2017 totals: $247,850.60.
This figure does not include the data that is still missing, and it does not include the payments made in error for retirees. End of career payouts are being calculated at 75% of the persons full bank, and not at the cap of 140 days. Payouts are calculated to as much as 161 days.
Here is an example of how the system is abused: David Mahoney had perfect attendance up until the last month of the calculated year. He then took off 11 sick days in the last month and was still paid for perfect attendance at the rate of 15 days or $3517.93.
The last 2 records of sick leave sheets below (note: record keeping done in pencil, you can even see the eraser marks)...the bottom calculation of total payout shows they were paid out in excess of what they should have been. The contract stipulates an end of career payout of no more than 75% of 140 days. These sheets show that the contract was violated. These are just a couple of examples and there are dozens more of discrepancies
FYI- the last Advanced Life Support rescue the City of Warwick taxpayers purchased cost, $243,000. So if the Warwick Fire Department is looking for a new rescue vehicle, all the firefighters have to do is cut reimbursement checks back to the City of Warwick for their unused sick time overpayments, and then a new rescue and firetrucks can be purchased.

Warwick Watch followed up today with the Warwick Sewer Authority regarding the continuous, ongoing smell of noxious sewer emanating from the Cowesett Hills Apartments property located at 3595 Post Rd. The problem still has not been remedied, and now the apartment complex faces fines of up to $1000 per day if they don't take care of the situation within 10 days of receiving the NIE which was mailed out on July 26, 2018.
Warwick Watch filed a complaint with the Warwick Sewer authority back in July. The smell of sewer coming from the Cowesett Hills Apartment complex stinking up the Post Rd/ Apponaug area has been going on now for months!

The Warwick City Council members didn't even bother to read in their entirety, the last 3-year Warwick union contracts Municipal-Police-Fire- before voting on them. That included then city councilman Joe Solomon who voted for them, and then advocated again this past Monday night to kick the city debt can down the road another 3 years. ..
Your sell outs on the city council that voted to ratify Avedisian's negotiated police and municipal 3 year union contracts: Jeremy RIX, Ward 2 (changed his vote and caved, he initially was against approving the ratification of the contracts, but then when he realized it would be a tie vote, 4-4, he changed his vote at the last minute and caved (the rats in his ward have bigger backbones), Donna Travis Ward 6 Oakland Beach (never disappoints the unions)- Freshman Stephen McAllister Ward 7, Freshman Timothy Howe Ward 3, and Joseph Gallucci (last year on council) Ward 8, all voted on 3 year, 2.75% salary increases for municipal and police union contracts costing Warwick taxpayers almost $3 million.
Council President Steve Merolla Ward 9, along with councilmen Ed Ladouceur Ward 5 and Richard Corley Ward 1, voted against ratifying the contracts.
Also keep in mind the ongoing disputed teacher contracts as the WTU will also be suing the City for an additional $4-$8 million, and the recent contract ratification did not include the Warwick Fire Dept. contract. The City of Warwick is also currently facing two lawsuits by the Warwick Fire Dept. The Warwick Fire Union just can't rake in enough from the Warwick taxpayers, they want more...more...more...and the City unions could all care less that the City of Warwick is currently facing a $52 MILLION dollar budget shortfall. Those 5 City Council members voted to spend more, and to continue to extort taxpayers with no 5-year budget plan ready to give to the state as requested, and with no audit results in yet from the RI Expenditure Council.

"I have attached the link of my testimony at the ratification hearings last night during the finance committee hearing. Please scroll to the testimony which begins at the 1:42:00 mark. You will see freshman councilman McAllister on the right of the committee. Note that he refuses to make any eye contact while I am making my testimony and questioning financial issues. The reason for this is that this council member promised (by text message) to contact me several times prior to the meeting to review fiscal documents and never returned my calls.
Councilman McAllister has been privy to all of the documentation pertaining to the fraud scheme of sick time manipulation of the Warwick Fire Dept. for 2 years. He met with me prior to his first campaign and I actually was instrumental in getting him elected by 4 votes. He met with me several times during the lats 2 years reviewing documents that clearly showed a pattern of fraud, yet did nothing about it. Now Mr. Mcallister has pandered to the unions and ignored his fiduciary responsibility to his constituents. Rhode Island Makes Changes to Laws to Maybe Reduce Animal Abuse Incidents, But Still Much More Work To Do. ~Warwick Watch
"Gov. Gina Raimondo has signed a bill aimed at stopping animal mistreatment.
➡️The bill was inspired by a dog breeder in Warwick who was criticized for tethering pit bull-type dogs outside in order to acclimate them to cold temperatures.
"You have to keep the dogs in the cold somewhat so that they can get used to it,” the dog's caretaker, Clifford Dennis, told NBC 10 News in December 2017. “Six to eight hours is usually what they stay before we put them into the trailer with the wood stove."
There was an exemption for hunting dogs under the old law, but the new law removes that exemption. Rep. Patricia Serpa, a Democrat who represents District 27, was one of the sponsors of the bill.
"For too long, those animals near Kent Hospital had been out in the cold, out on a day like this, tethered by a chain, with what I call a substandard dog house," Serpa said.
It's a move the Rhode Island Society for the Prevention of Cruelty to Animals was glad to see.
"He was tethering his dogs 24 hours a day, but he claimed an exemption under the hunting statute which is no longer a blanket exemption," said Joe Warzycha of the RISPCA.
The dogs were ordered to be removed from the property in April after the city found several zoning ordinances had been violated.
The new law also sets stricter guidelines for how and when dogs can be tethered.
"Now, between 10 p.m. and 6 a.m., a dog cannot be tethered outside for more than 15 minutes,” Warzycha said. “(That) makes enforceability much easier for us."

On May 9, 2018, the Warwick Planning Board unanimously approved a new car wash at 1555 Warwick Ave (old Copperfields lot) Mr. philip D'Ercole from "Friends of Warwick Ponds" submitted a letter of opposition to the Planning Board, that letter is included below.
Mr. D'Ercole who opposes the car wash, lives along the banks of Warwick Pond that has been negatively impacted by algae bloom outbreaks and phragmites overgrowth (slowing pond draining), since the TF Green Airport runway extension and Winslow ball field developments.
Mr. D'Ercole contends that the carwash development is "not the ideal type of development next to a DEM regulated pond" and "there is no guarantee that the carwash and site will not generate phosphorus, the problematic nutrient attributing to the algae blooms and eutrophication of ponds." (see full opposition letter below). Mr. D'Ercole also advises that the project should include public vehicle access for the loading and unloading of boats for those that wish to continue the tradition of fishing in Spring Green Pond.
