The first public records request that was submitted to the city of Warwick asked for a listing of all municipal employees. The City responded with a spreadsheet that had (using as an example) employee James Dorney with three dates of hire and three separate salaries:
Date of Hire : 10/16/1989, salary of $41,656.00
10/16/1989, salary of $41,656.00
7/23/2012, salary of $38,314.00
A second public records request was sent to the City asking to clarify if these were errors or actually three separate salaries attached to three separate Job Codes. The documents requested asked to clarify the exact dates of hire for city employee James Dorney along with any hiring documents, and all or any active positions this employee holds along with the specific job codes.
The City responded by stating the following:
"The Personnel Department is uncertain as to what you are requesting and is interpreting that you are requesting a copy of an employee contract for James Dorney. Therefore, please be advised that there is no documentation available to answer this request. The Personnel Department has reviewed the previously forwarded document and has attached a corrected document."
In this *corrected document*, the City revised the three separate dates of hire for employee James Dorney and combined the two, $41, 656.00 salaries to an $83,312.00 annual salary along with an additional $38,314.00 annual salary which remained for another Job code that the city had a hard time specifying.
A third follow email was sent to the City again today, asking for clarification on the additional second annual salary of $38,314.00 with a date of hire of 7/23/2012 for city employee James Dorney. City personnel hiring documentation was also requested along with the specific job code for the second salary.
So again, if this was an error with just one city employee, it is not known whether or not the other city employees (highlighted in gray) have double entries or are actually making the combined annual salary (sum of both entries).

*UPDATE: Mr. James Dorney (Sr.) was nice enough to contact the Warwick Watch Facebook page privately to explain in further detail the salary breakdown. Mr. James Dorney (Sr.) has one position in the city but it is divided between two budget codes since he manages both facilities-- McDermott Pool in Thayer Arena. The other James Dorney is his son, and he works at the pool as a Counter Aid ($38,314.00). The $83,313 (the two $41,656 positions) for James Sr. are being divided between two budget codes within the same Recreation Department.
