Virginia Beach, Virginia ranked #3, has a population (2015 data) of 452,745, and has 840 police officers.
Casper, Wyoming ranked #4, has a police force of just under 100, and a population of 59,324 (as of 2016).
Fremont, CA ranked #5, has 191 officers in their patrol division, and a city population of 233,136 (2016 data).
The City ranked #1 for the best economy was Bismarck, ND followed by Fremont, CA #2, Cheyenne, WY #3, Billings, MT #4, and Salt Lake City, UT came in at #5.
Lewiston, ME came in at #2, followed by Portland, OR #3, Rochester, NY #4, and Burlington, VT #5.
