Getting Back that Toll Gate Road Situation...The State vs The City of Warwick When It Comes To Dog Breeding Licensing
Pit bull breeder Clifford Dennis over on Toll Gate road never had a breeder's license filed with the State of RI/DEM.
Everything that has, or is occurring on Toll Gate as far as breeding goes, is because the City of Warwick Animal Shelter has authorized it via breeding permits. Breeding permits were found to be expired on more than one occasion when police responded to complaints that were made regarding this breeder/property.
The state has its own laws regarding breeding licensing, yet the state law allows cities and towns or town councils to: "make any ordinances concerning dogs in their cities or towns as they deem expedient."
THE CITY OF WARWICK CAME UP WITH ITS OWN ORDINANCE THAT DIRECTLY ADDRESSES THE OVER BREEDING OF AMERICAN PIT BULL/STAFFODSHIRE TERRIERS -EUTHANASIA WAS NOT ACCEPTABLE OR ETHICAL DUE TO THE LARGE POPULATION OF THESE DOGS.
THE CITY OF WARWICK DEVELOPED A LICENSED SYSTEM FOR BREEDING AND SPAYING-NEUTERING OF THE PITBULL/STAFFODSHIRE TERRIERS.
ON AT LEAST TWO OCCASIONS, PIT BULL BREEDER CLIFFORD DENNIS WAS BREEDING PIT BULLS WITH EXPIRED BREEDING PERMITS , HOWEVER THE CITY NEVER REVOKED HIS PERMITS/LICENSE FOR BEING IN VIOLATION OF SECTION 4-128.
CITY OF WARWICK CODE OF ORDINANCES REGARDING THE BREEDING OF AMERICAN PIT BULL & STAFFODSHIRE TERRIERS.
THESE ORDINANCES ARE THE RESPONSIBILITY OF THE WARWICK ANIMAL SHELTER DIRECTOR W/THE ASSISTANCE OF ANIMAL CONTROL:
CITY OF WARWICK HAS ITS OWN SHELTERING/TETHERING OF DOGS ORDINANCE:
Sec. 4-20. - Sheltering, tethering and nourishment of dogs.
(a) No person shall allow a dog to be kept outside tethered, penned, caged, fenced, or otherwise confined for more than 30 minutes without access to adequate shelter or adequate water or food for use by such dog.
(b) No person shall allow a dog to be kept outside tethered, penned, caged, fenced, or otherwise confined for more than 30 minutes when the ambient temperature is beyond the industry standard for the weather safety scale as set forth in the most recently adopted version of the Tufts Animal Care and Conditions Scale (TACC).
