Here is the "Consent Agreement" between the city of Warwick and RIDEM. Basically, it's what Warwick needed to do (that hasn't been done since 2003) to come under compliance with DEM, or face fines and penalties. When DEM fined the City back in 2016 for violating the Consent Agreement, they also stipulated that the city had to do public outreach. Well that hasn't started yet.
Tonight, the city council had a BID before them that will pay a "consulting firm" $15k to do educational public outreach mailings, focusing on the Oakland Beach/Warwick Pond areas that have been facing continuous environmental issues in their communities. This is something the CITY should have started at least 15 years ago.
The city engineer (with agreement from councilwoman Donna Travis chiming in ) speaking to the city council tonight stated a significant contributor to the bacterial contamination closing down Oakland Beach is from people who walk their dogs and do not pick up the dog feces. Not one mention of rainfall street runoff from Arnolds Neck/Post Rd, Buttonwoods, Warwick Neck or Oakland Beach, oh no.
Then, the conversation shifts to Warwick Pond and wallah...the major cause of the algae blooms poisoning that body of water is from those individuals that dump their grass clippings along the shore. Not ONE mention of the AIRPORT construction though! No, not one.
I've personally called RIDOT to come out and sweep Post Rd... I just asked them to come out again about two weeks ago. Plenty of contaminated sand coming from the APPONAUG area and from all of the other streets that haven't been swept!!!
Think about AAAALLLLLLL of the circulator construction POISONS draining right into Greenwich Bay from the Arnolds Neck Area--- then, all of the outfalls that carry all of the stormwater runoff right by Chelo's Waterfront and all along Post Rd right into the Bay---Think about all of the homes and parks along the perimeter of the Bay from Arnolds Neck all the way to Warwick Neck using toxic pesticides and fertilizers all summer long!!
Don't need a consulting group or an engineer to figure this out!!!!
