A little history for you...
Back in May of 2016,
the Warwick City Council actually all voted yes to GPS in City Vehicles when they made amendments to the Mayor's proposed budget that year (fiscal year 2016-2017).
City Council GPS approval was met with sarcastic jeers and scoffs from the president of the Municipal Employees Union, Scott Small and other DPW employees sitting in the city council gallery (intimidation tactic). Why did they react with their typical, "yeah right" attitude? It's because they can't stand accountability, and they've never been scrutinized and held to any specific professional standard. Yesterday was a perfect example of how GPS could have been used to crack down on waste, fraud and abuse. Two Parks & Rec. employees clearly had no agenda other than to camp out behind parking lots, and drive around aimlessly for two hours with nothing to do.
Getting back to what happened at the May, 2016 city budget meetings...
So, just prior to the final city council vote to approve the final budget (which included the amendments which would have added GPS to city vehicles), a text message was sent to a city councilman by then acting "chief of staff" David Picozzi asking him how he was going to vote on the final, amended budget (illegal). Then, that answer was relayed back to the entire city council by David Picozzi (illegal). The other members of the City Council, learning that one of them would be voting "no" on the final amended budget, schemed to also do the same thing to get the majority "no" vote. By doing so, the original budget would stay in place( the mayor's proposed budget before any changes were made) saving the taxpayers nothing.. no changes (amendments) of any kind, and no GPS in any city vehicles. The City Council members worked with then "chief of staff" David Picozzi to basically pull a "bait and switch." The City Council ended up voting "no" on the the final budget (including amendments)- which resulted in one thing and one thing only: the burning of the taxpayers.
It was all a show.
Do you think the City Council went for GPS in City vehicles again this fiscal year? Oh, of course not. Because when it comes to forensic audits or GPS, or any other form of accountability that would ultimately save the City money and stop extorting more from the Warwick taxpayers, the City Leadership "doesn't want it all to look like a witch hunt."
Screw you Warwick taxpayers.
Warwick Watch has learned that there are potential candidates for office in Warwick who have serious personal financial issues... they don't pay their bills. They also have extensive judicial records which reveal- they need to get their financial act together.
Do you think this should automatically disqualify them from running for political office?
How could anyone entrust an individual to handle the city finances when they can't handle their own?

Look at who Rep. Camille Vella-Wilkinson is parading around Warwick.... the leading liberal progressive in RI, Providence Rep, Aaron Regunberg (here pictured with councilwoman and tax evader, Donna Travis), who just announced he's running for Lt. Governor. Regunberg, the far leftist, originally from the streets of financially broke Chicago with a silver spoon fed Ivy league Brown education.
Regunberg refers to supporters of the President of the United States as: "Neo-nazi rot."

This support Camille gives to Aaron is not surprising because Vella-Wilkinson is a closet Liberal Progressive herself.
Regunberg has tried numerous times (working with Bloomberg funded groups) to strip away the Second Amendment rights of RI firearms owners. Here's Regunberg's failed attempt to limit firearm magazine capacity. He doesn't really know or understand why he chose to limit the rounds to 10, he had to look over at the Bloomberg/Soros funded pink tops to get an answer.

$4 million in City Savings That Can Be Used to Repair or Build New Warwick Schools Without Having To Borrow
Did you know that Warwick City workers/retirees have a cap on how much they spend on prescription drug copays and anything over that cap is paid for by the Warwick taxpayers?
Active City employee/ Retiree Prescription Drug Benefit (RX Cap):
$300 individual / $600 family
Avedisian instituted the City worker/retiree RX cap a few years ago....initially budgeted for $1 million a yr.
The Mayor didn't bother doing an actuary study.
It cost Warwick taxpayers $4 million in 2016 to pay for the RX copays of active City workers and retirees, and it continues to increase exponentially every year.
Totally eliminate this and use the $4 million to fix old, or build new, Warwick school buildings.

Why haven't all 5 members of the School Committee as of yesterday, been given the details of the "tentative agreement?"
The School Committee members are the elected officials representing the PEOPLE, the VOTERS, that elected them to negotiate the contracts between the schools and the teacher's union! Avedisian is NOT!
Why hasn't the ARBITRATOR'S report been released yet?
Why is this "tentative agreement" such a shady process?

Tim, as you have been eagerly awaiting a response, here is the answer to your question regarding the "City's Millionaire Retiree Club."
To show just how unsustainable the Fire II, Tier 1 plan is right now with retirees receiving a 3% compounded annual COLA-- these recently retired Warwick firefighters (above) receive a monthly pay check of two times the amount listed, since the benefit is semi-monthly.
So for example, former Fire Chief Edmund Armstrong will receive an annual pension of $97,975 his first year of retirement. Going forward, he will receive a 3% compounded COLA every year thereafter. That means in 19 months, he will have received the same amount of money he contributed into the pension fund throughout his entire career.
All of the individuals on this list will exceed the total amount of money they contributed to the pension fund in under 36 months.
If we calculate Chief Armstrong's total amount of pay from the retirement system over the next 20 years based on the 3% compounded COLA, he will receive a total of $2,632,625 while only contributing a total of $157,329 to the fund. His annual pension by that time will be $171,800. This is clearly NOT sustainable.
The six recently retired Warwick firefighters (above) contributed $764,056 into their pension. All six retirees getting a 3% compounded COLA over the next 20 years will receive a combined total pension payout of $11,139,072. This does NOT include the costs of their free LIFETIME HEALTHCARE coverage for the retiree and their spouse. For all current City retirees and their spouse, it is costing Warwick taxpayers millions in healthcare costs per year, last year it was $8 million.
This is what defines the term : "The City Millionaire Retirement Club."
Per the current Warwick Fire union contracts, the total annual pension contribution is 35% with the firefighter/city employee member paying 11.67% of it, and the taxpayers paying the difference, 23.3%.
For Your Information:
The Warwick Fire II pension plan is broken down into Tier 1 & 2.
The Tier 1 plan includes members hired before 6/30/2012 and retire after completing 20 years of service. Tier 1 retirees receive a 3% COLA upon retirement.
Tier 2 members are those hired after 6/30/2012 and retire at age 50 or older and with at least 25 years of service. Tier 2 benefits include 2% of FAC (final average salary times years of service.)
A Tier 2 pension plan change was implemented by the City back in 2012 to reduce pension costs and improve the city's ability to pay future pension obligations. These Tier 2 pension plan changes over 37 years (until 2049) would supposedly save the Warwick taxpayers $9 million, or $243,243.00 per year. However, what taxpayer savings are actually being realized when Mayor Avedisian cut the sweet deal with the WFD last year and increased their sick pay bonus by 50% which will cost Warwick taxpayers $34.5 million over the next 32 years? Not saving a penny.
The Warwick Firefighter Union is now suing the City by challenging the revised Tier 2 pension plan changes and want to bring back the more lucrative benefits that they will never earn and that the Warwick taxpayers can't afford even today.
Collusion Trumped Ethics Once Again As School Committee Members Were Denied Access to Last Night's Teacher Contract Mediation Meeting with the Mayor at Warwick City Hall
There was a School Committee (SC) meeting scheduled for this morning at 7:15 am (that was cancelled). By Law, the meeting had to be filed with the RI Secretary of State's (SOS) Office. The SC agenda is attached below. As you can see, the entire five (5) member School Committee would have met and immediately gone into executive session. In private (non public) executive session, the SC would have discussed contract negotiations, mediation, interest arbitration...and by law, AT LEAST THE MAJORITY SC WOULD NEED TO BE PRESENT.
What is most interesting to note is that the special mediation meeting held with the Mayor at City Hall last night, was not filed with the Secretary of State's (SOS) office, as was the official SC meeting scheduled for this morning. This means that to avoid the laws of the state's Open Meetings Act (OMA), only TWO (2) SC members could have attended last night's mediation session with the Mayor, mediator, School Admin and the WTU. The reason being is, you can't have the majority/quorum -in this case (3 out of 5) SC members- at a private, non SOS advertised meeting.
Warwick Watch has learned that a member of the SC who wanted to attend last night's mediation meeting was told they could not attend because it would be an OMA violation.
If the Mayor and others involved with the mediation meeting had agreed that the entire SC could attend, all they had to do was follow proper OMA notice procedures, as did the SC when filing their 7:15 am meeting notice with the SOS's office.
Why would the Superintendent, the Mayor, Chairwoman Furtado and the WTU want to exclude the entire School Committee?
Could it be that any of the other three (3) SC members would have:
a.) first demanded an arbitration report be released
b.) delayed the mediation procedure until after the arbitrator's report was released?
The bottom line is, this all appears to be highly suspicious and also severely flawed procedurally. Was it intentional? Knowing how this City operates, the answer is -yes.
It's Warwick Watch's best educated guess --based on all the gathered information-- that collusion made it's way into this last Teacher contract mediation process.
Warwick Watch is calling on the three (3) School Committee members to publicly come out and make a statement and clarify whether or not they did NOT want to be part of this last Teacher contact mediation meeting, especially with so much at stake.
Were the other three (3) School Committee members intentionally taken advantage of and manipulated? Who made THAT decision? They should be FIRED!
Any SC member who knowingly and intentionally did not want to be at the mediation meeting should resign immediately!
Any member of the current school department administration and/or legal advisor to the Schools who told a SC member who wanted to attend the mediation meeting that they couldn't, should also be fired immediately.
Last night's mediation meeting attendees had to have been consciously aware of what was taking place.They had to have known if there were more than two (2) School Committee members present, they would have been in violation of the state's OMA.
To anyone who comes back and claims two (2) SC members were part of an agreed upon "negotiation team," the fact is, other SC members wanted to be there, but they were purposely denied.
No wonder why this was such an overnight miraculous "tentative" agreement success!
No arbitration report.
Intentionally excluding taxpayer and student conscious School Committee members.

THIS "TENTATIVE" AGREEMENT NEEDS TO BE SCRAPPED AND ALL SCHOOL COMMITTEE MEMBERS MUST BE PART OF THE NEGOTIATION PROCESS-- AS THEY WERE ELECTED TO DO SO!
