When Concerned Citizens Were Flyer Dropping Wards to Alert Homeowners of Potential Sewer Connection Costs, Why Didn't You Join Us Councilman Ladouceur? You Just Drove Right By...
I still remember the cold day in March of 2015 (one of many days) when a small group of us went out and flyer dropped the Bayside homeowners to alert them on the costs of sewer connection. It was freezing out that day and the other person I was walking the streets with gave me an extra pair of gloves and a headband.
As we were hitting the streets one door at a time, someone tipped off Councilman Ladouceur that we were out there. I can still clearly recall Councilman Ladouceur checking out the scene, slowly rolling up in his black Ford "EL-8". He didn't stop, he didn't roll down his window to ask "what are you doing and how can I help?" He didn't offer to go door to door with us, no... he just drove right by. Where was Councilman Ladouceur's -cost of sewer connection concern- back in March of 2015?

Councilman Ladouceur is now giving the impression that he is shocked that the costs of Bayside sewers will be $25K+ per homeowner. How can this be? The flyer dropping began even prior to March of 2015-- concerned citizens were out there in 2013 as well, before the October 2013 sewer meeting at Warwick City Hall. Even at THAT time, Bayside residents voiced their concerns to councilman Ladouceur regarding the projected costs of sewers. The Councilman's response was, 98% of the people in Bayside want sewers.
I was putting it out to the public then (see Warwick Watch FB page, click on photos and keep scrolling all the way back to 2015) and I'll type it again now-- forcing homeowners to pay for any and all costs associated with connection to the Warwick Sewer Authority sewer system is EXTORTION.
The other issue I have is with people who are APATHETIC and politically UNEDUCATED, who allow themselves to be taken advantage of. When I sat through the WSA Gov. Francis Phase III public meeting at the Pilgrim Sr. Center the beginning of this month, I was utterly astounded at the lack of public contention. The audience consisted of approx. 60-70 residents and only 3 spoke out with their concerns. Everyone else sat there like zombies, nodding their heads like compliant children that were just told if they continue to behave, they'll get another cookie.
Where was the public outrage? How can any of you think it's ok to be forced to pay $25k-$35K (after interest close to $50K plus increased user rates) to connect to the public sewer system-- and if you don't pay, it will either come off the overall value of your home, or you will face foreclosure???
Why aren't the homeowners in the Gov. Francis Phase 3 sewer project asking the Mayor and Director Burke of the WSA why they are paying $12k MORE than their neighbors in the Gov. Francis Phase 2 project.? Is that fair and equitable?
The Mayor and Burke told Gov Francis Phase 3 residents their project would commence at the same time. Did the Mayor put political city council concerns above those of the residents?

When all is said and done and our beaches keep closing down due to bacterial contamination, will all of the sewer system connected homeowners get a refund??
I (painfully) attended Congressman Langevin's "Town Hall" meeting last night at Warwick City Hall. Mayor Avedisian was also on hand to give excuses as to why the air conditioning system wasn't working, (eventually it did come on, no emergency funding needed.)
After about 20 minutes of the congressman giving thanks to other Democrat political colleagues in attendance (including Avedisian), and making the repetitive (eye rolling) political pitch lines, the public was allowed to ask questions.
Congressman Langevin stood by his belief that the Russians hacked the Presidential election, he would sign on to a petition that seeks to suppress our President's free speech, and that he believes in universal healthcare.
The big elephant in the room though was the situation regarding the costs to Warwick homeowners to connect to the Warwick sewer system. One very concerned homeowner asked what the congressman could do about it -if anything- and she felt they would "bulldoze" over them anyway.
All Langevin could do was deflect back to how difficult it would be to get federal funding because our President cut EPA funding (no, it was wasteful spending that was cut). Obama also repeatedly cut EPA budget funding for years.
I was hoping Councilman Ladouceur would have addressed the years worth of financial mismanagement by the Warwick Sewer Authority, or how the WSA Director, Janine Burke, has still not met the Enabling Legislation criteria deadline that was due the end of June, or how the WSA should be shut down and privatized because the entire sewer plant is completely bankrupt. Oh, but no. It was just more of the same political rhetoric.
When councilman Ladouceur was given the option in 2013 to hold meetings in each district that was to get sewers, he declined. After listening to vice chairman of the Sewer Review Commission, councilman Gallucci, it was decided that only one meeting would be held because they didn't want to scare people with the true cost of sewer construction. Councilman Ladouceur started the fire and now he's trying to be the fireman putting out his own fire. Sorry councilman Ladouceur, you can't have it both ways and now try to play hero of the day. Warwick Watch is going to keep reminding all of your hypocrisy.
Instead of accepting blame and recognizing that Warwick's political leadership kept the WSA incompetence ball rolling for years, it was only: Please! Please! Please! Congressman we are DESPERATE! Get us big daddy government funding because we are sinking in our own --WASTE!!!
By the time the microphone came around to me (my time was limited and I was able to only ask one question), I asked Congressman Langevin if he believes in TERM LIMITS as he was first elected to Congress 17 years ago. The entire room erupted in applause. Langevin's answer was that he believes term limits are set by the voters at the polls every election year.
So basically his answer was: No, I don't believe in term limits. I'm going to be a seat filler for the special interest groups for as long as I possibly can, and/or give up my seat at the last minute to another hack when the time comes.
The second question I was going to ask Congressman Langevin: Congressman, why is ACA/Obamacare good enough for everyone else but not for YOU? You, along with all other members of Congress are exempt from Obamacare. When are you going to give up that exemption?
The third question I had prepared was: Congressman, President Trump cut EPA funding due to WASTEFUL SPENDING and bogus research. Just like the EPA, the Warwick Sewer Authority has been plagued by wasteful spending issues for years that continues to financially burn the ratepayers.
Why should the Federal government bail out years worth of WSA mismanagement and local political leadership INCOMPETENCE?
How pathetic has RI become that we so desperately depend on "big daddy" fed government tax dollars to bail us out for all of our corruption, waste and fraud? It's all happened on Langevin's 17 year watch along with the rest of Democrat/special interest run state of Rhode Island.
Registered Voters, are you all going to keep staying home while a seat warmer for the special interest groups continues to waste congressional chair space?
Take Congressman Langevin's advice and get to the voter booth and draw that term limit line.
Rhode Island will never see a political change unless the VOTERS get to the polls and make it happen.

Councilman Ladouceur, Ward 5, now says it's time for the entire city to pay for the roads in his Ward that have to be installed to accommodate new sewers. This has never been done before....homeowners who have already connected to the sewers paid for the road repaving. Will the residents who live in other Wards that have had sewers installed recently, get a refund for their sewer assessments?
That would be an equitable exchange.
Councilman Ladouceur was told the very first day that the preliminary cost for sewer construction in his ward would cost a minimum of $25k per homeowner. His retort was: people in Ward 5 want sewers no matter the cost. At city council and Sewer Review Commission meetings, he said only a handful in Ward 5 don't want sewers. He was cautioned that people couldn't afford the $25k assessment but he discounted that, stating they were cheaper than septic systems.
Those who attended Sewer Review Commission meetings, of which Councilman Ladouceur was the Chair, took note of his agenda which was only sewers for his residents, and anyone who offered an alternative was silenced. His line of questioning of the experts who attended the sewer meetings were all slanted towards his Ward getting sewers....let the cost be damned. It's ludicrous that now councilman Ladouceur is crying political fowl.
Councilman Ladouceur is now telling people that he advocated a 30 year loan payoff of the sewer assessment note instead of 20 yrs. He only found out a few weeks ago that the Clean Water Agency that grants the financing has only allowed 20yrs. Keep in mind, Councilman Ladouceur was busy the last few years establishing committees for snow removal and setting up Charter Review Commissions to gain control over the School Committee, and lost sight of what the WSA was doing.
The Sewer Review Commission ended its work two years ago. Councilman Ladouceur dropped the ball on the 30 year amortization. The cost of roads only now is brought up because people in Ward 5 are finally getting educated on their projected sewer assessment cost.
When the $33 million bond authorization for sewer construction was voted on by the City Council, Ladouceur knew and agreed that the road repaving for new sewers would be paid for by the proceeds of the bond. So why should the stipulations of the bond issue be changed? There could only be one reason....it's called protecting one's re-election.
Mayor Avedisian and WSA management should be other reasons residents should be cautious connecting to the WSA grid. The Mayor said at one Sewer Review Commission meeting: "the city only sends the misfits from the city to work at the WSA". The Mayor's statement was shocking and appalling. Don't blame the hard working WSA employees for the lack of accountability by city leadership when it comes to the WSA Director's total mismanagement of the Warwick Sewer Authority.
Just this past month, it was announced by WSA Director Burke that the new levee at the WSA treatment plant cost the ratepayers an extra $300K. Again, this was because Burke and the WSA Board of Directors didn't perform adequate subsurface ground tests prior to construction.
The WSA Enabling Legislation that was passed by the General Assembly in 2016 was to be voted on by the WSA Board of Directors by this past June after holding public hearings. When Burke was asked why she didn't make the deadline at last month's city council meeting, Burke said the WSA was too busy.
Councilman Ladouceur, where is the new WSA you talked about? We're all still waiting...
Today was the big WSA levee ribbon cutting PR stunt over at the sewer plant.
WSA Director Janine Burke doesn't mention the $300K fiasco that occurred when this project first began. Burke and the WSA Board of Directors were derelict in their duties when they never called for a subsurface test to be performed prior to starting the construction of the new levee.
Now the ratepayers are left holding the bag of feces.
Apparently, a $300K mistake is nothing but chump change and doesn't mean anything to the Avedisian admin and the Warwick Sewer Authority, they shrug their shoulders and say: who cares, we'll just increase their user rates.
In private industry if this crap happened... heads would roll.

A Broadband Access Services, Alton NH linemen crew is out right now installing lines at Post Rd/Rt 117 circulator. Took a quick video to let the public know you may want to avoid this area today if you can.
After I took this video (below) I pulled out of the parking lot of the Ripe Tomato/Legal Seafood and as I was driving by, one of the Broadband Access workers started flipping me off on the side of the road. I was shocked that this man was behaving so unprofessionally.
I then looped back around and pulled up to the Broadband worker asking why he was behaving so unprofessionally and asked if there was a problem. He responded that he didn't appreciate having having his "balls busted."-- I responded: "what in the heck are you talking about?" I'm making a video to post about the traffic here to alert the public." The worker then continued mouthing off and I moved along and pulled into the Cumberland Farms gas station parking lot to file a complaint with the Broadband Access Services.
I called their corporate office at 1-603-569-3006 and got a Chris Johnson on the phone. I explained to her what had happened and she asked me for truck numbers and/or the name of the employee. I said I would walk over and get that info for her. As I was walking over and reading off the truck numbers one of the linemen asked if I needed help with something. I asked him where the other worker went. He pointed to the other side of the truck. The worker that flipped me off walked over to me and I asked him for his name. He stated his name was STEVEN STPIERRE. He then started running his mouth off again making hateful statements about who I am and the Warwick Watch page.
I then realized this buffoon StPierrre was nothing more than a big mouth, hater. The woman from corporate couldn't believe what was happening and neither could I. So a story that was just going to be about a public traffic alert also turns out to include the extremely unprofessional behavior from a loudmouth Broadband Access Services employee acting like a jackass on the side of the road.
The owner of Broadband Access Services, Ralph Paolo was on vacation and I was informed he would be made aware of the incident upon his return. I'll be following up for sure.
Is this how Mr. Paolo's employees behave regularly on the job? Certainly hope not.
