Yesterday, Warwick Watch received a private message:
"You should go to Belmont Park to see all of the guy sex happening there, it's out of control."
For those of you that may not know, Belmont Park is a city park in Warwick located off of Elmwood Ave (take a right on First Ave. This is a park where families come with their children to play their favorite sports.
Surrounding the Belmont Park are walking paths that lead to the river bank.
When I first received the message, my heart skipped a beat. I replied back to "Michael" and asked if he has been calling the Warwick Police. He said he has and that, "they are quick and police are slow to get there."
Guess where Warwick Watch went today, that's right, ..Belmont Park.
Upon arrival and circling the lot at around 11am, immediately noticeable were the sporadic vehicles randomly parked along the perimeter, with a male sitting in the drivers seat of every single vehicle, except for one..a gold minivan that appeared to have a female in the drivers seat.
After parking and sitting in the lot observing for just a few minutes, the gold minivan moved from where it was and drove over to where I was parked. The "woman" kept looking over at me as I sat in my Jeep (with the top off). I looked over and asked, "is everything ok?" The driver pointed to her ear and mouthed "I can't hear you," then proceeded to back up and drive right over to my vehicle. That's when I realized it wasn't a woman, it was a man dressed as a woman. I asked again, "is there a problem?" The tranny, with the blonde wig and bright red lipstick answered, "no there doesn't appear to be a problem." I replied: "unless you want there to be a problem, I suggest you move along and leave this family park immediately." The tranny put it in reverse and left the park.
I then called a couple of my contacts, shared the story, and asked them to get more information. After a few minutes it was revealed to me that Belmont Park has a nickname--"Pickle Park" --and apparently has the well known reputation for where gay men go and have sex.
I kept thinking to myself with a sick feeling in my stomach.. how in the hell can this be happening and people actually know about it, and nothing has ever been done about it??? This is a park!!! This is where children and families go!!!! How can this be happening???? Teens and kids were seen walking through while I was there!! I actually felt like I was in the Twilight Zone...
I thought about walking down one of the trails but I was too nervous and afraid of what I may stumble upon..
After making a few more calls while I sat in the lot, I was informed that Belmont Park is advertised on gay websites as "the place to go" for sexual encounters. My feelings of intense disgust and disbelief continued.
After just a couple of Google searches, I came across two gay web sites actually advertising that Belmont Park is a gay "cruising spot" and it is described as a: "soccer field area mostly kids and their parents. All of the action is in the woods on the bike trail...more older men but there are young guys their cruising too. It's a hit or miss so be patient and you will have with what turns you on eventually."
While I sat in this lot for about an hour, I observed numerous, random vehicles with men in the driver's seats pulling in, parking and/or "cruising" around the lot. A couple got out and spoke with each other, some stayed and sat there, others left.
All just very...disturbing and creepy.
To the good people of Warwick, this is an outrage and it cannot continue! You need to blow up the city leadership phone lines and demand this come to a stop, immediately!
To police Chief McCartney if you are reading this--- if we have enough police officers to work detail around the clock for a union company on Jefferson Blvd for two months, then we better have an officer camping out at Belmont Park around the clock! This is pretty sick stuff!!!!!

David Picozzi is finally out of here. Where else can one get a job woking on a city garbage truck making $5.25/hr and go out on a million dollar retirement pension plan? None other than the streets of taxpayer gold in good ole Warwick RI.
Avedisian made Picozzi his part-time Chief of Staff sidekick two years ago, adding on almost another $20K per year to Picozzi's almost $130K /yr DPW Director salary. This position perk would allow Picozzi to collect more in pension benefits at retirement.
With a total annual salary of almost $150K, including 100% covered healthcare benefits, in 10 years, (if Picozzi lives that long and doesn't go off the ski slope course), he will have earned another $million- if not more- in taxpayer covered retirement pension payments. This is how political cronyism work folks, and they're laughing at you every time they cash their taxpayer paycheck.
The video below is from the 2015 budget hearings and what you will hear is that even after 30 years of "on the job training", it's amazing how Picozzi as DPW Director still could never grasp the street sweeping concept. At the time of this meeting, the city actually had four Elgin street sweepers and only two were operational. The city ended up purchasing another new sweeper in 2016 to make it three working street sweepers.
If three working sweepers were out there every day starting May 1st, sweeping ten roads per day (weather permitting), the entire city could be swept clean in under 3 months. Picozzi could barely get it done by ward. He even shifts blame back to the state.
The reason why this is important (getting back to that enterococci bacteria), is because street sand is a fecal indicator bacteria, and if left to accumulate on the roadways, is a beach pollutant contributor.
Street sweeping is the LEAST the city can do, but unfortunately, it's on the list of waste Picozzi left behind.
Hopefully the new DPW director will have it all figured out already...it's not rocket science.

Unknown 2) Refusal to Submit to a Chemical Test and 3) Operating on a Suspended License – Third Offense. The arrest was a result of a motor vehicle stop on Nowicki Street in the Town of West Warwick. The subject was transported to the State Police Hope Valley Barracks, processed and held overnight pending morning arraignment."
Oakland Beach has been closed again since July 25, 2017 due to the detection of enterococci bacteria in the water...19 closed days in total so far this summer season.
It's important for you to know what enterococci bacteria is and where it comes from.
According to the EPA:
If you see anyone swimming at Oakland Beach today, tell them to get out of the water... people may not be aware of the --no swimming-- warning.
Also check to see if there are "NO SWIMMING" signs posted at Oakland Beach.
If you see councilwoman Donna Travis around, ask her how much she cares about her Oakland Beach and what she's going to do about the Suburban Parkway stormwater project, EEE, sewer pond... disaster.
The Stinking Costs of Sewer Construction Project Politics, Gov Francis Phase 3 Will Pay Over $10k More
The sewer projects in Gov Francis were divided into 3 Phases:
1) Phase 1 was assessed at $52 ft. Average homeowner has 100 ft thus $5200.
2) Phase 2 was assessed at $82 ft. Average resident paid $8200.
The disparity between the cost of the 2 sections created quite a stir. Nine yrs. ago in the fall, the homeowners in Phase 2 and 3 attended a meeting at John Brown Francis School attended by the Mayor, Janine Burke and Councilman Cushman and we were told that Phase 3 would commence after the completion of Phase 2.
In the interim, once the homeowners in Phase 2 heard they'd have to pay an additional $3000 over Phase 1 costs, Warwick residents Mr. Dempsey and Mr. Nadeau started a petition drive demanding an explanation as to why such a large increase.
At the next informal meeting at the Pilgrim Sr. Center, again attended by the Mayor, Sewer Authority Director Burke, and this time (former Ward 1) Councilman Colantuono, residents were told Phase 3 would not be going forward. The reason Phase 3 was put on hold was thought to be a political move by the Mayor to protect Councilman Colantuono's seat on the council.
The other night at the Pilgrim Senior Center Governor Francis sewer connection resident meeting, Burke said they didn't proceed with Phase 3 because they didn't do any further sewer construction projects after Phase 2, but that wasn't true.....they did a project in the Sandy Lane area .
Phase 3 will be assessed at $19k. The homeowners should demand the Mayor explain why they are paying over $10k more.

More and more of Warwick taxpayers dollars are going to crime, panhandling and homelessness in and around the Warwick/ RI Mall shopping complex area.
So far this morning Warwick Police have removed two homeless individuals that broke into the dock area of Burlington Coat Factory at the RI Mall to crash there for the night.
WPD are now currently responding to a call of another homeless individual to be removed from the back of the GIRL SCOUTS OF RI property at 500 Greenwich Ave...not pressing charges, just want him removed.
A mother messaged the WW FB pg. yesterday stating there are homeless individuals also crashing behind the Warwick Public Library.

Tonight's School Committee agenda includes:
The City/schools were found to be in violation of DEM's OWTS (Onsite Wastewater Treatment Systems) and DEM sent the Warwick school admin a notice of enforcement that requires the City/Schools to connect the sewer lines at VETS JrHS to the city's sewer system or face fines of up to $1000/day.
Warwick Watch reached out to Warwick school admin asking if the cost to connect to the sewer system was already factored in the School's 2017-2018 budget.
School admin graciously responded and stated that the 2017-2018 Original Budget was able to cobble together $675,000 for building improvements. From those funds, the Schools are targeting sewer hookups, fire alarm system replacements and power upgrades, as well as any other building repairs requested.
Bid results from each of the projects will drive whether the Schools have funding issues or not. School admin will not know the fiscal impacts until mid to late September. Budget concerns will be addressed in November 2017, when year end projections are prepared.
