Flamand was hired December 2006- in May 2007 he distributed cocaine to a Warwick undercover police officer. In 2013- Flamand committed another crime with drugs- possession w delivery intent while working for the City. The City needs to have a better hiring screening process, and any City employees who are arrested and convicted for committing crimes --should BE FIRED.

These people come on to our property, are responsible for managing our resources and our assets. --- some have been charged with B & E's DUI's- domestic violence-- theft of vehicle parts, theft of City materials, drug dealing and possession---whether you like it or not-- THIS IS THE OPINION OF WARWICK WATCH- take it or leave but one thing will continue to be exposed--- the complete lack of accountability in this city.
ONCE SOMEONE IS HIRED BY THE CITY-- WHAT'S THE LEVEL OF TOLERANCE FOR HOW MANY TIMES A CITY WORKER CAN BE ARRESTED AND STILL BE ABLE TO KEEP THEIR JOB? Once? Twice? Three times?
Why isn't the video footage from the City DPW yard being LIVE STREAMED 24/7?
If you have nothing to hide-- be completely transparent.
If City workers have nothing to hide, they will have no issues with GPS being installed in all City vehicles. If any City employee has a problem with that-- they should be fired.
The City admin needs to conduct a full scale forensic audit starting with the city DPW department.
Everything will be questioned, exposed and published to the public.
